Ms Mary Ann O’Loughlin is Executive Councillor and Head of the Secretariat of the COAG Reform Council. The council is an independent organisation that reports to the Council of Australian Governments (COAG) on governments’ performance in progressing reform under national agreements.

Before joining the COAG Reform Council, Ms O’Loughlin was a Director of the Allen Consulting Group, a leading economics and public policy consulting firm. Prior to this, she was Senior Adviser (Social Policy) to the then Prime Minister, the Hon Paul Keating. She has also held a number of senior executive positions in the Commonwealth Public Service, including Deputy Secretary of the Department of Employment, Education and Training, and First Assistant Secretary, Social Policy, Department of Prime Minister and Cabinet. She has very happy memories of learning about the power and beauty of statistics from Professor Donald Spearritt of the University of Sydney.
